Reserve an IP
POST /v1/static-ips
In this build: Uses a stand-in for an external service. The record and lifecycle are real. Addresses, DNS and TLS need a deployed network.

CLI: harebox ip reserve
Send an Idempotency-Key header. A retry with the same key never repeats the action.
