Change a running turn without stopping it.

harebox prompt current "echo start" --harness shell --detach
harebox interrupt current
harebox steer ID --message "Use the smaller dataset" adds guidance to the running turn. It fails with 409 invalid_state when nothing is running. harebox interrupt stops running work, and files already changed stay on disk.
