Your plan's dollars come back as machine time at list rates. The wallet pays anything beyond that, plus count-based fees: extra starts, saved templates above your plan's number, and the credentials proxy.

Payments and cards are stand-ins in this build. They credit the wallet or record the card at once, and nothing is charged.
Billing is exact. Each interval is metered once, with its ledger entries, in the same transaction as the state change. Crash tests confirm that the ledger still equals rated usage.
