It never suggests Spot or a reservation: both cost the same as Shared, so neither saves money. (The move_to_spot and reserve kinds stay in the API so older clients keep parsing.)
Savings are always given as a range, with evidence and a risk. It's a rules engine, so its numbers come from the meter and never from a model's guess.
